Presentation: Biography:	CEO vs. CIO: Why Can't They Just Get Along? John Thomas Flynn is the chief executive officer of TechEd Strategies (TES) with The Community College Foundation. TES partners with higher education clients providing information technology planning, systems development, smart cards, procurement and project management assistance, independent oversight, and other strategic support. Prior to TES, Mr. Flynn served three years as the state of California's first chief information officer having been appointed by Governor Pete Wilson in 1995 to oversee the state's $2 billion annual investment in information technology and telecommunications. Mr. Flynn directed the Department of Information Technology, a new, cabinet-level agency reporting directly to the Governor. Prior to coming to California, Mr. Flynn was selected by Governor Weld to be Massachusetts' first chief information officer in July 1994.
